Stealing Republicans' thunder isn't something they'd want, I'm guessing.
No lunches to go to, no boondoggles to build, has left most budgets in stasis (I'm also guessing) and yada whatever (This is why I'm saying it's "draft-y")
Sitting on my butt for several hours hatched the notion that funds for a new manhole-cover cannot pay for a new desk, without legislative permission. You can't take the entirety of funds in your checking account without accounting for rent/bills. Life is a box of Chocolates...etc.
